The Haryana Government on Tuesday said despite having just 1.8 per cent of geographical area of the country and 2.09 per cent of the national population, its contribution to the National kitty of GST has been 4.7 per cent.
Excise and Taxation Minister, Capt Abhimanyu said that the per capita GST Collection from the State stands at Rs 21,745 whereas national per capita GST collection is Rs 9,370. Therefore, the State per capita GST collection is approximately 2.32 times the national per capita GST collection.
The minister said the State ranks very high in terms of return filling compliance. The return compliance of the State is 4.05 per cent higher than return compliance of the National average. The state consistently ranks amongst top 3 most compliant States in the country. SMS alerts, E-mails and show cause notices are issued regularly to non-filers. He said that the department is issuing all the refund applications within the time limit of 60 days. So far, the department has disposed of 10,300 applications of refund granting refund of Rs.1643 Crore under all Acts of GST.
Capt Abhimanyu said that the Department has launched various anti evasion drives for enhancement of State revenue and plugging the leakages. A special drive was initiated to bring in more taxpayers in the tax net particularly in the sectors which were exempt under VAT but were taxed under GST like textile and pesticides. Resultantly, after implementation of GST with effect from July 1, 2017, as many as 2,47,814 new taxpayers have been added to the pool of taxpayer base of 2,02,013 under VAT regime. The total registered taxpayers in the State are now 4,49,827.
He said that the department has set up a tax research unit (TRU) for analysis of data and intelligence based enforcement. A number of cases of fraudulent input tax credit utilization have been detected. The State ranks 2nd behind Karnataka in detection of fake invoice cases in the country. He said that Haryana has so far detected 100 cases of GST evasion wherein an amount of Rs.495 Crore is involved. Out of these 100 cases, 49 cases relate to fake invoices involving evasion of Rs.234 Crore.
He said that 65 FIRs have so far been lodged by the department against bogus/fake firms . A total of eight arrests have been made under GST in the State so far, he added.
Capt Abhimanyu said that the department has also launched a special drive for physical verification of the newly registered taxpayers. So far, 85,544 newly registered taxpayers have been physically verified out of which 13,471 were found fake and non-existent.
Apart from this, registrations of 5,230 taxpayers have so far been cancelled and an input tax credit of Rs.197.10 Crore from these taxpayers has been blocked. He said that the State has also launched a drive for examination of transitional credit claimed by the taxpayers who migrated from erstwhile VAT to GST.
The total amount of transactional credit claimed under State taxes was Rs 1932 Crore out of which transitional credit of 470 Crore was found inadmissible. Out of inadmissible credit, a credit of Rs.191.93 Crore of transactional credit has been blocked/reversed and recovered so far.
He said Haryana is 3rd highest in generation of e-way bills and ranks 2nd in terms of detection of wrong e-way bills. The enforcement activities have been intensified as a result of which a tax penalty of Rs.87.06 Crore was imposed in the Financial Year 2018-19.
He said that the threshold limit for registration under GST dealing in supply of goods has been enhanced from Rs 20 lakhs to Rs 40 lakhs. A total of 12 per cent taxpayers fall in the category of turnover between Rs 20 Lakh and Rs 40 Lakh.
He said that 47,160 taxpayers had turnover between Rs 20 Lakh and Rs 40 Lakh in the year 2018-19 out of 409128 taxpayers. He said that the liability to register mandatorily in case of interstate supply has been exempted for small taxpayers dealing in supply of services and having turnover of less than Rs 20 Lakh.
